DELL can fix this problem or make is less annoying by increasing PCH temperature limit when high fan speed kicks in if it's safe or by making fan speed increase smoothly, as it's doing now with CPU temperature if it's possible. Users can make it happens less often by keeping their laptop clean and using a cooling pad. The problem appears to be related or aggravated by having a second screen attached and enabled.
When displaying on one screen only either the first or second the fan is much quieter. Also, with two screens enabled, and the fan on full blast, the moment you "blank" the screens say by calling "scrnsave. When switching the screens back on just move the mouseafter a few moments the fan is on full blast again.

Aftter doing that it seems work everything fine, altough because of I7 processor the cpu fan runs very often!

If so, why are these fan profiles set to not spin at all till 55 C if they can't get below 65C during normal use even idling on desktop?
That appears to be normal, the X chipset doesn't downclock and rather than use actual heatsinks, a lot of OEMs opted to have fans blow air over bare metal; and this we end up in the situation we are in. This issue will normally only come up if you are trying to overclock your processor. When overclocking, you want to keep a close eye on the temperature of your CPU. Finally, click Finish.
